have been having a randomly frequent under boost code, intake manifold packed with soot aswell as egr. Clearly an issue and have been cleaned before install. Egr tube was cleaned along with new map sensor and still had the code pop up. During tear down found a significant amount of oil in inter cooler tube and throttle body. My question is should I dig into turbo replace or rebuild? Is the oil bc of the intake manifold or am I looking at turbo seal issues. Pics and videos attached . 17 eco diesel 177k miles. Not deleted but will be after this issue is resolved!

I believe the oil is normal to a point as the crank case vent dumps back into the intake but I pulled my turbo at 182k and it’s plenty sloppy compared to the new one going back in. No codes (tuned) but I kept getting the dummy lightning bolt and limp mode. Still putting truck back together so no definitive answer to if that was the culprit or not but my mpgs were down and the turbo didn’t spool like it used to
