I use the basic ELM it works fine for me got it from newegg for about 15$ about two years ago and have used torque for various vehicles that entire time
Mopar says it's only necessary at 30k unless the water in fuel light comes on. Draining it periodically does extend the life of the filter and is regular maintenance. But I changed my first one around 15k yes. Regular getting ready for winter maintenance

I monitor my rpms, boost voltage and coolant temp, in addition to that I use the egt1 and catalyst1 temps to monitor regen if it's ever necessary.
