Can someone explain what a permanent DTC means...I got a P0299 turbocharger underboost code...and a Catalytic Temp sensor code....changed the Cat sensor and still getting code.....how do I solve this....look forward to some advice

...throttle control issue. It goes into limp mode right away after start up and after clearing codes. We found that I blew a hose from the EGR delete right off the turbo. We got that caped at the turbo, but still throwing the same codes. P0047, P0651, P0299, and U1424. Anyone else had this issue?

I finally got rid of my ethrottle issue... cost me a princes ransom. Had to machine the heads to extract the glow plugs, new accelerator pedal, throttle body, injectors, coolant/oil sensors and associated gaskets. Going on 3 months with no codes/limps 🤷🏻♂️
So I pulled the MAP sensor on a road trip and Cleaned it with mass air flow sensor cleaner. It was pretty bad. Hopefully it will keep it from continuing setting P0299 code. (Sorry for the bad images)
