There is really no way find out whose tune you may or may not have. Sometimes you can identify if you have a tune by trying to set the cruise control at less than 30(?) mph. Many generic or sub par tuners will also program out certain error or engine malfunction codes. In my novice opinion...

It is not possible for DEF and coolant to mix, the two systems never come close to each other....

I would say you can tune confidently with either tune you mentioned! GDE will be emissions compliant. EOC will shut off the EGR with no ill effects.

My guess would be poor workmanship at the dealer and not any of the recall parts themselves.

Maybe a little spray off cleaner and VERY low water pressure rinse would start to help! thank goodness you avoided catastrophic failure!
