It's probably easier to buy a truck with them already painted. You can have the chrome removed and painted by a body shop... but, I got a quote of $1200 on my last truck for front and back bumpers.
I wouldn't say that assessment is correct. If you search "throttle control" on the forums here you'll find hundreds of threads with users that have had the same issue. It's not one common fix it seems.. some have to have injectors, etc.

Welcome. Overall on my 8 mile commute (one way) I've never had a problem with regens running. But, I often hop on the interstate for a 1 hour + trip just about every weekend... so I give the truck a chance.

Some people have posted some numbers, not sure how true they are. I would imagine FCA has those numbers pretty tight as it would/could possibly show a issue.
How many miles are you on yours? I'll be the first to say, if you're out of warranty it would be tough for me to keep it.
Your going to get blasted for that :D. But, with no warranty it might not be a bad idea if you continue to have the service electronic control message. It seems that message is never fixed, or dealers throw parts at it praying.
