Does this seem normal?

hey guys - I’ve got a squeak / crickets sounding noise that appears to be coming from the driver front. I was hunting around under my truck tonight trying to diagnose the issue and found a couple of things that don’t seem right. Where the belt goes behind the black cover on the lower part of the engine, there is some type of foam sticking out that the belt is rubbing on. It looks a lil wet as well, but I’m assuming its from the belt dressing I sprayed last week. Also, there is a rubber collar similar to an inner tube material wrapped around the bottom of the plastic muffler tube (not 100% what that part is called) after the turbo before the intercooler. It’s right over the stainless clamp. Are these both normal?

On the 3rd picture it looks like foam insulation is coming out?

Yes. I'm going to pull that cover off and see. Not sure why it's doing that... Is the foam in there as a sound deadener or does it serve another purpose?

To reduce sound is my guess, but I'm no automotive engineer. :D

I pulled the cover. It's just lined with a thick dense foam which must be for sound. I trimmed the bottom a little where it was flaking and put it back on. The top of the cover however had dried coolant on it. Wasn't really fresh coolant, but there was definitely a leak at some point, or a very small leak ongoing from the water pump.
