The EGR is simple its a Plunger , The Actuator is a butter fly Valve , it still has a bypass its not possible to stop all the gases from entering the cooling chamber. the only way is to Cap/Block the pipe. Capping Without tuning it will trigger rationale codes.

Right, but do you know when is it closed? When the plunger is in or out?
