LED lights flickering

Hi everyone. I own 2015 eco diesel and just recently installed LEDs and having a issue with one of the LEDs flickering and then turning on and off. I also noticed today that my battery voltage is jumping around 13v-14v. I was reading little bit about it and I think I need a capacitor. Any thought or recommendations. Thank you in advance.
