Newbie with little mechanical expertise

2014 Ram ecodiesel 220k kms. In southern Ontario, Canada. Ok on maintenance issues but have been reading a lot about stage 1 and 2 and full deletes. All is foreign to me being mechanically challenged. I would need to take it to someone to do it. Main question is , Is it legal and anyone in Southern Ontario know where to get it done and approximate costs. TIA.
