Surging at 2000rpm

I have recently got my 2016 eco diesel deleted and I have noticed this surging fluttering noise at around 2000rpm. I mainly hear at highway speeds and it can get pretty at times but sometimes i can hear it in town. I have checked all kinds of things , turbo is good but still haven’t found nothing, I’m starting to think it’s a tuning issue. Any ideas ?

Don’t really know I’m thinking not but everything is a lot louder now that it is deleted so it could have just been a lot quieter before and not noticeable.

Got the truck checked out the tuning is good turbo is good engine is good, still don’t know what the noise is.
