I have no experience with Tuner Depot but can say if you want to turn off the EGR the GDE compliant tune does not do that. I'm running the MRT, via EOC, stage 1 tune that shuts off the EGR. It has a handheld device that allows you to select their 20hp or 40hp tune or change back to the OEM tune...
They will only answer emails and demand you only send one as multiple emails seem to antagonize them.

There is no extended warranty issued with the EFR cooler recall.

1 - California law has nothing to do with GDE not doing a delete. The EPA is the culprit.
2 - Do an MRT Stage 1 via EOC and ask for the EGT to be shut off and keep the DEF system.

More info would help. You don't say what year truck is, although not sure that makes a difference. Also the EVIC would say more than the filter is 100%, that would help.
The AlfaOBD program will allow you to do a stationary regen. The Edge Insight CTS2 will allow you to do an on the road...

DEF is 32.5% urea, 67.5% distilled or deionized water.
2014-16 Ecodiesels have a DEF Common Urea Sensor.
I have read that they can run down to 2-3% DEF 97-98% Distilled Water.
That 1 Gallon DEF to 2-3 Gallons of Distilled Water, the DEF Pump and Injector will outlive the engine.

I'm seeing more and more Z46 problems. They seem to be on the newer trucks. In one case the truck is dead at the dealer and the dealer has told him there's nothing they can do. WOW!
Then I read that there are newer truck owners who have no problems after the recall.
DEF's only job is to reduce the NOx levels produced by the engine exhaust. Its consumption rate depends on how you drive. When to activate (inject DEF) and the amount of DEF to inject is determined by the NOx level. Coolant temps need to be 273 degrees to activate.
