Right. I have also seen a drop in my average MPGs. Rotella T is not a high efficiency oil like the MS-11106 oils were. I was averaging mid-to-high 27, now I'm mid 25s.
Not unusual for high efficiency engines. The TDI, CRD and CDI guys have known about this for a while. Hyper-milers will use the accelerate-and-coast driving method for max MPGs.

I put mine on once the avg. temp is below 40. Helps with MPG, and, if you aren't towing the truck doesn't need the cooling anyway. Definitely keep it on once the temperature hits teens and single digits to prevent condensation from forming in the intercooler.
This why I put the note at the end. States have different emissions testing, some states have ZERO emissions testing. If you have this truck in Kentucky or New Hampshire, you can do whatever you want to it and still pass inspection.

Depends on the light. Some lights have resistors built in to replicate what a normal bulb would pull for current. The ones I bought were PnP with my Tradesman.
