You need to fined someone with WITECH 2.0 ,that's capable to Desoot the System, I've had a few owners locally with the same problem that can returned to normal use after 2-3 De-sooting's. its generally about 2-$300.00 in cost.
Its either the big connection under the dash Disconnect- Reconnect or its the Crank sensor failure, You hope its Not the cranks sensor because the trans needs to be removed to change it out.
It can program Active Regen while stationary, It cannot program Stationary de-soot, Big difference, Only WITech 2.0 for all De-sooting.

With the tube and plenum that wet it looks like the EGR is leaking, and some of the coolant is bypassing the EGR Valve.
My guess remove the EGR valve and its going to be stuck open some.
