The diagnostic should have been free, as you say. Refer to the V08 recall. U07 was only some trucks with rotary dial trans problems. You can always call FCA customer service.
You should put a tune on that truck then clean your MAP sensor to really make it much better for you.
the '17 and 18' models already have it as it is what they were sold with. It is not a ton different but some people say the '17 and '18 get lower mileage on the highway. They also have the same issues of EGR soot and the EGR cooler failures.

I don't tow anything other than a utility trailer, and that only a few times a year with some straw in it. For that reason I did not do the trans tune. Sofa King does a two-fer engine and trans tune at a low price.
When I first got my truck I ordered my ECM from them. Then I just put the factory one in a box on the shelf.
Don't be afraid of Sofa King, people like them. I have heard lots of problems with PPEI. I would avoid them for now. The biggest problem being customer service or lack of it.

I doubt it. Its surprising the EGR / EGR cooler lasted that long (113k miles). The turbo is covered now under the ecodiesel settlement. Maybe you should seek reimbursement for both.
You should put a Sofa King tune on that truck so the EGR does not trouble you again. Makes the truck much better.
Great truck but you better put a tune on it or you will find out more about the EGR valve, its cooler and the symptoms of their failure. Now that is a sad tale.
I would run it by a parts store and run a scan tool on it looking for any EGR codes, unless you have a box of your own. Get a paint thickness gauge for 10 bucks and run it around the body. Don't trust lying carfax.
