I never get close to that at those speeds, In hilly New England I find that about 60 yields the best mileage, typically no more than 28......of course dropping to 50 is even better but too slow for the highway.
With my new camper at just about 7k loaded out I get about 14 ave on the highway. I've seen almost 16 on slower speed mixed driving with the same trailer. My previous camper which was probably in the 4500-5000 range I was able to get 17 on the same runs.
I don't understand the advantage of the truck hotspot over one of the carriers portable hotspots.
Since you seem to have a Sprint signal available, you can get a portable hotspot for the same $35/month and take it into your house or your truck. Here's an example...

I picked up my CTS2 last week off Amazon for $335 delivered. I currently have it mounted on the windshield but have the pillar mount arriving on Thursday.
So far I like it rather than having to fuss with my Note 3 and Torque and I like having it always connected.

I had the same issue....out of the blue. Limited me to 35mph. Then threw a code having something to do with Turbo intake temp (engine was not hot). I reset the codes, waited 10 min and restarted. Codes were gone and truck back to normal. Weird.
