O believe that is correct, then you can buy GDE's new 49 state WPA approved engine/trans combo. I think there may be a significant discount but you can check. Don't quote me on that.
You can also purchase another trans tune from a different tuner and keep your current GDE tune.

A good engine tune will certainly change your trucks performance characteristics for the better but I don't know how you could improve the "ride".
These trucks are known for their car like ride.
None require any real expertise to install, any one with basic mechanical ability can do it. I would say if you can change your own oil and follow directions you are good.
Can you contact the previous owner? It would be nice to know it was an ECM swap or there is a flash tool around for it. It is a full delete or just a tune.
