They just completed mine. Tubes and filter were also replaced. They do not flash the Ecodiesel ECU for the HPFP replacement, they only flash for the Cummins replacement.

I've had starters do that. Usually, it's a bad spot on the armature and with a couple of turns it may find a good spot. I had one that it wasn't a bad spot, I had to carry water to cool it down, and then it would start. In all cases the fix was to replace the starter.

It's a Z46 recall and applies to 2014-19 Ecodiesels. It is a "fix" as it replaces your existing HPFP. Whatever dealer told you it's a "no fix" recall is a dealer to stay away from. I don't see where the Hyundai is at fault, they told you the truth. What's the lawyer going to do, you have no case.
