There is no extended warranty issued with the EFR cooler recall.

1 - California law has nothing to do with GDE not doing a delete. The EPA is the culprit.
2 - Do an MRT Stage 1 via EOC and ask for the EGT to be shut off and keep the DEF system.

More info would help. You don't say what year truck is, although not sure that makes a difference. Also the EVIC would say more than the filter is 100%, that would help.
The AlfaOBD program will allow you to do a stationary regen. The Edge Insight CTS2 will allow you to do an on the road...

DEF is 32.5% urea, 67.5% distilled or deionized water.
2014-16 Ecodiesels have a DEF Common Urea Sensor.
I have read that they can run down to 2-3% DEF 97-98% Distilled Water.
That 1 Gallon DEF to 2-3 Gallons of Distilled Water, the DEF Pump and Injector will outlive the engine.

I'm seeing more and more Z46 problems. They seem to be on the newer trucks. In one case the truck is dead at the dealer and the dealer has told him there's nothing they can do. WOW!
Then I read that there are newer truck owners who have no problems after the recall.
DEF's only job is to reduce the NOx levels produced by the engine exhaust. Its consumption rate depends on how you drive. When to activate (inject DEF) and the amount of DEF to inject is determined by the NOx level. Coolant temps need to be 273 degrees to activate.

Glad you found it out early on. My advice is NEVER buy anything from a Facebook ad. I have tried a few items and every one was worthless with no recourse.
You might want to push all the fuses in. Rams are famous for the fuses not being all the way seated. My wasn't, although all were working, every fuse could be pushed further into the d]slot

I have not heard of a "truck won't run" because of the Z46 recall. Nor have I heard of a dealer ever saying there's nothing they can do. When you say "dealer", exactly who made that statement?
It would help if you gave more info about your truck.
With a CP4 failure, they should have replaced all of the injectors and their fuel lines, not just what they thought were bad. Not the truck's fault, the dealer's fault. Trust the truck!
GDE is usually correct. I don't know if a flash is needed or not to reset the "zero fuel quantity learning", but I do know there's no flash associated with the Eco's HPFP recall. More confusion.
I hear ya. Maybe it's a problem with the newer Ecos. My 2016 did not change, did you notice if the "numerous other posts" might be 2019+ vehicles or not? Anxious to know what their final analysis and fix is for yours.
You don't say what engine blew. If it was an Ecodiesel, they are known to blow, seemingly often. It's been a huge problem. A leaking oil cooler could cause an engine to blow if it failed and drained out the oil while the truck was being driven, otherwise I don't believe it could. And yes...
